Napoleonic Europe BETA	1	Needs wagon transports for supply. No way to get them to the needed HQs. Would be nice to simulate having wagon trains in some way just for supply and not troops. Annoying not being able to transport some amount of supply via wagon HQ to HQ, even when they are close by, when you have 5000 points in one and only 50 in another that needs it.
