The enemy could be tricked in to intercepting with large ammounts of aircraft that way spending a lot of fuel just to maybe catch 1 recon plane. To counter such gamey techniques the following rules are in place:

*No intercepts are attempted if not enough fuel to sustain combat for at least 2 rounds.

*Interceptor does not pay fuel costs to move to hex

*Interceptor does not pay fuel if doing an attack on a target that has already been attacked above its max-attack stat.
