All full strength units give 2 recon points on neighbouring hexes. Reduced units give 1 recon point.

Plains require 2 recon point on them to give you any info,
plains require 4 recon points to give you exact info on units there.

Towns, forests, mountains, swamps require 3 recon point on them to give you any info,
Towns, forests, mountains, swamps require 6 recon points to give you exact info on units there.
